The list of tiers is located here. It is based on base stat total.
As for discrepancies, I believe Shirogane mentioned that some pokemon were moved between different tiers based on other things. Because even though they fit into a certain tier statwise, battle-wise they fit in a lower/higher tier... Or I think also there was a thing where the list shiro used had different base stats than another list? Also leaving room for mistakes.
(Or it's always possible that a coding mishap messed some things up, or Shiro changed the tiers since then)

Bide works by taking the damage your pokemon receives over two turns and returning it twofold.
Due to the fact that your pokemon didn't take damage during the idling turns, Bide had no damage to return and thus failed.

For example, if Cubone had used Frenzy Plant one turn earlier (while Bide was still storing energy), instead of failing it would have done 36 damage on Cubone the next turn.

I'm not sure whether it's supposed to work differently here, but I just used Foresight on a Drifloon, and it didn't remove its immunity to Fighting-type moves (I used a Karate Chop on it and it said it doesn't affect it).

Vibrava appears to be listed twice on Sand Tomb's CardDex entry.

Also, Rising Road King might have been confused about where to ask questions because the first post is missing a link in the sentence, "Questions should be asked here." I know it says that this topic is only for posting Bug Reports afterward, buuut that might've been what threw him off.
